I have difficulties in understanding the sentence structure of "At the heart of waste management has to be recycling, which the city has also failed to adequately tackle". If the underlined clause is to be changed to " Recycling has to be at the heart of waste management ", I have no problem to grasp the meaning. What 's the grammatical rule hidden behind this structure? Would you please explain it to me? Thanks so much!
We can have subject-verb inversion after adverbial expressions of direction or place.
