May I ask the following sentence is gramatically right or wrong?

Have you anything to declare? airport officer ask the passanger.

As long as i know, we can only use (do you have anything to declare). But some people said that both ways can be used.

Have you anything to declare?

is grammatically correct, idiomatic and standard throughout the English-speaking world.

Busy customs officers might shorten it to 'Anything to declare?' but there is no reason to lengthen it.

Note that the subject of your question was Have you anything to declare?That would have been a great thread title.

I believe that many American airport workers might ask:

Do you have anything to declare?

They mean the same thing and can both be used. At British airports you're more likely to hear "Do you have anything to declare?" but that's only because the "Have you...?" construction is less common than "Do you have...?" in nearly all situations.

You'll also hear "Have you got anything to declare?"
I believe that "has/have got" is peculiar to BrE.
