New York Rep. Carolyn McCarthy, a Democrat, is penning a bill to end physical punishment in schools saying,“Bullying is enough of a problem among students; the teachers shouldn’t be doing it, too.”Is bullying not merely a problem among students but one everyone is fed up with?

That is not what Ms McCarthy wanted to say.
“Bullying is enough of a problem among students; the teachers shouldn’t be doing it, too.”
Bullying among students is in itself as great a problem as anybody should have to deal with. It is not to be tolerated that the problem should be exacerbated by bullying by teachers.
