Is the "access" a noun or a verb? Should I read it as "Asking a meaningful question is a great way to measure people's fluency with (their own genius) and (a great way to) access to their own genius...?

It's a noun here. You are measuring fluency with (their own genius) and access to (their own genius).

(In other words, how well they can communicate their "genius" and how well they can tap into their genius at will.)
