two questions:
1.As far as I know, "yell" is mostly followed by "at",.e.g. they yelled at him to stop. But in the news they used "yell for "instead of "yell at". why?
2. what does level mean here?

A better title would have been Yell for as this is what your thread is about. It's not about VOA news.
