Which one of these word I need to use?
I desire to communicate to/with people.
By the way if I use any modal verb for example: can, must, ought. And after modal verb do I need use word "to" ?
Most writers consider that one of the defining features of a modal is that it is followed only by a bare infinitive. This is why one of the reasons most do not consider 'ought' to be a core, or true, modal, despite the fact that it functions in many ways like a modal, and can always be replaced by 'should' with no real difference in meaning.
