If something is less than two, doesn't it have to be followed by a singular noun? Is "hours" correct or "hour"?

Numbers (including fractions and decimals) higher than one are followed by plural forms:
One and a half pints of beer.
One and three quarters miles.
One point five kilograms.

Just as a note, you will hear "one and three quarter miles" too (not "quarters").
