Default my problem is not + gerund

1-My problem is not working in cold weather but my low salary.

Does this sentence necessarily imply that I do not work in cold weather?
Could it not be used if I do work in cold weather but do not consider it a problem?

Can "1" be used instead of "2"?

2-I don't mind that I work in cold weather. My problem is my low salary.

    It means:

I have a problem. My problem is not that I have to work in cold weather (this suggests that I do have to work in cold weather but I don't mind). My problem is my low salary.

    Thank you Emsr2d2,

Can't the sentence also be used in the cases where I don't won't in cold weather but someone else does.

You work in cold weather and I understand that that is a problem for you. My problem is not working in cold weather but my low salary. I do work in a warm and comfortable place but I have a hard time making ends meet.

It would work with that context IMO:

A: I hate working outdoors in the cold.
B: My problem is not working in cold weather but my low salary.
