I've been told by a Brit that defenition of the noun "stakeholder" may have nothing to do with momey.It can be any person interested in a question or issue.

Key stakeholders in a business organization include creditors, customers, directors, employees, government (and its agencies), owners (shareholders), suppliers, unions, and the community from which the business draws its resources.
It is also used in a wide sense nowadays and something of a vogue word in recent years- in the UK, Will Hutton plugged the idea of a stakeholder society, but others reject the idea.
In my previous job (which was for a government department and therefore, theoretically, not profit-making), the last few years saw regular mentions of "stakeholders". We did not have investors nor did we make money so the word was mainly used to mean any person or body which had some kind of legitimate interest in how well we were doing.
