Is it alright to say, '...sites from where you can download...'? I used to think it wasn't correct English till I came across it in Mr Harmer's 'How To Teach English'. Then, sure it must be correct, but just wanted to make sure we have such a rule in English.

I'd use from which/where you can download.
I would say that "where" is acceptable as websites can be considered physical places that you go on the net. Personally, I'd use "which" but "where sounds OK".
