It's common practice to use a comma to separate hundreds from thousands. But I've seen plenty of examples with omitted commas. A point turns a number into a decimal.

Verona is quite right - we frequently omit the comma, particularly with numbers under 10,000
.
5.963. Five point nine six three = 5 + 963/1,000
And we don't use a comma when writing a year:
October, 2011.
