An alleged Iranian plot to kill the Saudi ambassador to the United States will prompt Washington to apply the toughest possible sanctions to further isolate Iran, U.S. President Barack Obama said on Thursday, as Iran’s supreme leader said that the West is trying but failing to instill “Iranophobia.”

why the writer although he used present simple in the article subject, he used past simple in the paragraph? ( correct me please if i formulated this Q incorrectly )

present tense in headlines.

(4) A newspaper is not a history book. It reports what happened in the last

24 hours. And websites are continually updating. So they tell us what has happened

5 minutes ago or this very second. The present tense gives the reader the feeling that

something has just happened.
