Is this sentence grammatical?

Hello, everyone.

Please take a look at this paragraph first:

“Over the past year, the market has gotten stronger, stronger and stronger,” said Daria Salusbury, the national head of leasing for Related, which owns and operates 18 buildings in New York City with a total of 5,000 tenants. “Over the past few months, we are exceeding our 2007 rents.”

I feel that it's very clear by over the past few months the writer means he's refering to the past. How come after this time express, the present continuous tense is used? I just don't get it.

I'd like to hear your opinions.

Hi Richard,
I think 'over the past x years' = a period of time in the past ending in the present. She's referring to a period of time that continues up to the moment of speaking. I also think the writer could have used the present perfect progressive, but I may be mistaken. Let's wait for a native's reply.
