In my students' writing, they wrote "To all English students", "To all foreign language students". I think we cannot use "English" or "foreign language" to modify students directly. So I advice them to correct them like this:
To all English majors
or
To all foreign language majors
Is the correction right? And do you have any other ways to correct?

Depends on context. As an informal announcement, your students' version would be OK, but I would prefer your statements in any case.
