We use phrase "as far as sth is concerned ",when talking about a particular thing,but why is "is concerned" omitted here?

This just sounds like the kind of thing people say rather than write. It doesn't look like written language to me- the punctuation is just a series of commas, and should it be most stable or the most stable?
We don't talk in written English- speech is less organised, starts and stops, omits things, repeats things, etc.
