"The ultimate power of decision fell into hands other than those of Mr. X."
Is the above usage of "fall into someone's hands" correct? I think it is, but I'm not 100% sure.

It doesn't sound very natural to me. Had the ultimate power previously been in someone else's hands? "To fall into" suggests movement or a change of circumstances.
If it's just the current situation then "The ultimate decision was in the hands of those other than Mr X" or "The ultimate decision fell to others than Mr X".
In that case, it's fine.
