Being a layman in US law, I have some difficulties in understanding the following extract. Would you please tell me what the underlined phrases mean? Thanks again.

2. The judge has no authority to decide which of two conflicting stories about what happened is true.
We would be grateful if your thread titles would give more of a clue to the content.
"Comprehension difficulties" covers a multitude of possibilities. If your title were "What is the meaning of "probable cause"?" we would have much more idea what you were looking for.
