Number 2, actually. I mean: He was being rude to somebody.
Is the continuous form correct in this case?

"He was being rude to somebody" is a natural, grammatically correct English sentence. Of course, whether it is correct in context is not a question we can answer as we don't know the context.

Please give your posts more meaningful titles. The title "Mr" not only means nothing, but it has nothing to do with your question. The title should have been "He was being rude to somebody".
