    Default put forward/forth/out a plan

    If we want to suggest a plan for discussion, can we use all the three phrases of 'put forward/forth/out a plan'?

    Only 'put forward' seems natural to me in this context. 'Forth' sounds very dated, and 'out' suggests publication.
