Is this sentence correct ?
The proportion of the workforce employed in industry HAS declined from 42% of the workforce in 1932 to 15% 1992
Why doesn't the writer use HAD or simple past tense ?

The simple past is what we would expect. However, if the writer is referring to a chart, then the present perfect is possible - 1992 is 'present' on the chart.
