Dear Native speakers,
In the headlines, "infinitives" are used to refere to the future time. But a couple of days ago I saw this headline "Leader: Iranians will conquer new scientific horizons"
Why has here "will" been used? Does it have special meaning?

There is no rules abut what forms must be used in headlines - the sub-editors use a form that fits the available space.
