Yours is an odd sentence, I agree.
And I do not think that it is "right", as you say.
"Before sending their lanterns into the sky, they wrote wishes on them" is a much better sentence.
Just because something is written does not make it correct.

This is one of our selection in our junior high school exam.
I thought that it was really weird and I chose the sentence as the wrong answer.(we were choosing the wrong usage)
But our teacher said that the sentence is right.
so I really don't know what in the name of earth is he doing

What was the answer your teacher said was wrong? It's possible the answer key was wrong.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
