Default and run a bookmaking operation out of his chambers.

Banks wants to empty the prisons,
    fill our streets with hoodlums...

    and run a bookmaking operation
    out of his chambers.

Banks is a lawyer or judge . He wishes to use his chambers, his working office, as a base for a bookmaking operation.

Note that he will not be producing novels or works of non-fiction -- bookmaking in this context would refer to illegal gambling.

I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
