A taxi is any car (or vehicle) available for public hire, usually on the street, to take the hirer from A to B. In Venice, for instance, there are "water taxis" - these are small/medium boats which you can get to travel around the larger bodies of water, to the outlying islands for example. On the smaller Venice waterways, "gondolas" do the same thing - the word taxi does not appear in their name but you still hire them to get you from A to B.
A limousine is a type of car. You can own a limousine as your private car or a taxi company might choose to have one which people can hire, in which case it would be a taxi which happens to be a limousine.
