Coming to the net is a tennis term.
It is an aggressive and risky strategy used by players to win points. The player literally comes close to the net and positions herself there. The author of your text is saying that Ms. Evert should have employed this strategy more often.

Moreover, the author of your text did not say that such a great player "needed" such a tactic, he said "this great player could have improved her game by coming to the net more often.

I filled out the missing part of the original writing. This is a question of a test with its theme as well, and from your explanation, I can judge that she worked on other tennis skills except "coming to the net", but she won the game being successful. So by this example, the author is trying to say "focus on what you are good at". Am I right?
