I didn't understand 'if it isn't Mark' mean in this sentence. Here two people meet after many years and are enemies. The speaker sees Mark coming and tell this:

'Well, well, well.... if it isn't Mark!'

Can you explain the meaning of the sentence please?

It's a colloquial way of saying 'It's Mark, isn't it?'
