    The renovation period is from 1 Nov - 1 Dec.

    I believe that the hyphen should be replaced by 'to'. Am I correct?

    Most of us are not too particular about this. I would write one of these two versions:

    The renovation period is 1 Nov - 1 Dec.
    The renovation period is from 1 November to 1 December.

    Would there be a difference in meaning if it is written as "The renovation period is between 1 Nov and 1 Dec"?

    This could refer to a renovation period shorter than one month within that time period.

    If I see such a notice, how should I interpret the period? Or should it be avoided in writing as it is ambiguous?

    Avoid it.

    If the renovation period is one full month, then use our original sentence:

    The renovation period is from 1 November to 1 December.

    If it is shorter than one month, be specific:

    The two-week renovation period will be (some time) during November.
    The two-week renovation period will be (some time) between 1 November and 1 December.
