Are these expressions used in spoken English?
It is time for him to take the bus/to have taken the bus.
It was time for him to have taken the bus.
Nobody I've ever known would use those expressions.
'It's time he went for the bus.'

I agree with Rover, but the first option of the first sentence may be OK (at least in AmE), "It is time for him to take the bus."
Example: Pack the suitcase. It's time for him to take the bus.
The second sentence could be rewritten as: It was time for him to take the bus.
