    Hi there

    I know that to fall for someone means to fall in love with someone, but can it also mean that you just start to like them/develop feelings for them?

    You would have to write "began / was beginning to fall for" to obtain the meaning you seek.

    Please note that "fall for" can also mean to be fooled.
