The second carries an implication of progressiveness:
And all the time there they were, scribbling away in the background.
But
He quickly scribbled a note.
As always, there's little point in talking about the meanings of words, or the differences between them, without thinking about context. In fact 'there's little point in talking about it' is a genteel way of saying 'it's impossible'.
