for example :
let`s go out and let us go out.

and if i want to get permission from other person(like my parents)what word is proper for my sentence and how i should say my asking?
"Let's" is abbrevation of "Let us"
You can't use "Let us" to ask for permission. "Let us" is a suggestion about doing something.
"Let's go to the movies" means "Why don't we go to the movies?" or "How about we go to the movies?" or "I'd like to go to the movies. Do you think that's a good idea?" or "I propose/suggest that we go to the movies" (although we wouldn't actually say this last one often.)
You say "Let's" or "Let us" to the people who are "us"
However, I think I can see the point you're making. There is another way of using "Let us" which I didn't think of last time.
"Let us go to the movies" could mean "Allow/Permit us to go to the movies" if you were talking to your parents. So, it's a command when it's addressed to someone other than "us". In this case you can't use "Let's".
You can say to a policeman, "Let us out of this jail!" In this usage, you can't say "Let's out of jail."
