Is it possible to paraphrase the sentence The youngest person who won in the race was just 15. using a participle phrase [The youngest person winning/ having won in the race was just 15.] or is it only possible to use the infinitive [The youngest person to win in the race was just 15.]?

Only one person wins a race.

Perhaps you mean 'The youngest person who ran in the race was just 15'.

If so, you could say 'The youngest person running in the race was just 15' or 'The youngest person to run in the race was just 15'.

Was there perhaps a whole competition which comprised many different races? Each race would have a different winner and those winners could be of different ages. If that is the case, then "The youngest race-winner was only 15" could be what you're looking for.

It could be the same race held annually, etc, so The youngest person to win the race was 15 sounds OK to me. I don't like the participle versions.
