Which verb is a better choice (damaged or affected) in this sentence?
Fortunately, this area of the country hasn't been damaged/affected.

I agree with bhaisahab's answer.
There are cases where damage would fit better - but not exactly in the sense of your original question.
One would say, for example, that "Due to the drought, crop damage in this part of the country was substantial" or "Fortunately, this area of the country hasn't been damaged by the ice storm as much as areas further to the south."
Once again, it's all about context.
