Which one is the correct expression

There are two sentences i cannot figure out which one is correct

1.the government is obliged to build more buildings as well as provide more other benefits to residents.

2.the government is obliged to build more buildings as well as to provide more other benefits to residents.

It kinda confuses me about whether the "to" should be omitted.

There are two sentences where i I cannot figure out which one is correct.

1.t The government is obliged to build more buildings as well as provide more other benefits to residents.

2.t The government is obliged to build more buildings as well as to provide more other benefits to residents.

Both are aceptable.
