The article "the"

I am writing a mission statement for the local county jail, and I am having some conflict over the use of the article "the".
I would appreciate any input. The following is the way it currently reads:

"The mission of the West Valley Detention Center is......"

I was told to remove the article "the". I feel this is not correct,
Anyone?

I prefer it as it is, but the second 'the' could go if that's the way they want it.
