Sometimes, in official documents, abbreviated sentences are used. If this forms part of a properly-worded paragraph or document then you need to use the full sentence:

Please confirm [in order] to release the shipment.

However, if it's perhaps just at the bottom of a document where someone has to sign to confirm, then we might see simply:

[Please] confirm to release shipment.

Please remember to use full sentences in your posts though. "Need "the" or can omit?" is not a complete sentence. See my changes to your post in red above.
