I have read this in a grammar book without on. In my knowledge "on" has to be used before date. Is it right or not?

Today is Monday,on21st January. Speakers of BrE say this a Today is Monday (the) twenty-first of January".
I will see you on 21st January.
I will see you on Monday, 21st January.
Context is always important; labelling is rarely important.
