As long as there continue to be fraudulent practices and the tacit acceptance of illegal behaviors spread across law enforcement agencies, a couple of conscientious individuals’ efforts to bring forth changes are nearly impossible.
Hi,
I want to get your expert opinions on how the above sentence looks grammatically.
Are there any awkward expressions or grammatical fallacies?
Thanks.

My take on that sentence:
"As long as there continues to be fraudulent practices and tacit acceptance of illegal behavior in law agencies across the country, efforts to bring charges against criminals are futile."
I added "criminals", but I don't know exactly who charges are being brought against.

Context is always important; labelling is rarely important.
