Default Is this indirect question "incorrect"?

On a news website run by non-native speakers, this sentence appeared:

"The question is when will naval diplomacy turn into war action."

Would you suggest that we learners put the auxiliary word will in another position?

    THANK YOU

    NOT A TEACHER

No, I would leave the sentence as it is. Try breaking it up:

The question is: When will naval diplomacy turn into war action?

Does that make it easier to understand?

I'd suggest rewriting it, "The question is when naval diplomacy will turn into war action."
