#1 is quoted from a magazine. Is #2 also acceptable?
No.
If the opportunity to call is past (perhaps you called me first), then you could say "I meant to call you."
Otherwise, use it the way you saw it written.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
