"Peruse" means to look at something carefully and/or to think about it carefully. You might peruse the contents of a chapter of your grammar book.
Why do you think that someone with heart problems would look at or concentrate on fatty foods (foods that contain a lot of fat)? Don't you think that the best thing for them to do would be to avoid fatty foods? Does one of the choices also mean "to avoid"?
