I feel that the first version is best. What are your thoughts?
They're both grammatically possible and I read slightly different meanings, specifically with relation to which "organisation" it means.
Helping organisations combat ... = Helping them (perhaps private companies) to combat attacks (when the need arises)
Helping organisations combating ... = Helping those organisations whose job/task is to combat attacks
