Which is correct, run him over or run over him?

2. The car ran over him.
What's the difference in meaning between the above sentences?

If the car ran him over, it him him, causing him to fall to the ground. The car the continued on its course, passing over him.
If the car ran over him, he was already lying on the ground before the car passed over him.
Context is always important; labelling is rarely important.
