need help to understand this sentence
Hi all, I just still get so confused when I see something like this.
"More information will be available prior to the implementation of the Super Visa on December 1, 2011."
The sentence above is an actual notice posted on Canada immigration's official site. I just can't tell whether the date "Dec 1, 2011" is meant for "More information" - ie More information will be available on Dec 1, 2011, prior to the implementation of the Super Visa ; or it's meant for the "implementation" date - ie Implementation will be on Dec 1 and information will be available before Dec 1, 2011.
I'd like to know how do you native English user interpret this sentence. How can you tell which subject is this kind of "on which date" phrase at the end of a sentence for.

I would read it that the implementation begins on Dec 1.
If the date was when the information was to be available I would expect the date earlier in the sentence:
"More information will be available on December 1, 2011, prior to the implementation of the Super Visa."
