Default antonym of "low-lying"

I'd like to know the antonym of "low-lying".
Is that "high-lying"?

Thank you for your responses.
I'm looking for a word for land, cities and countries.
I should have mentioned this. Sorry.
For example, the Netherlands is a low-lying country.
I want to know an adjective which has the opposite meaning of "low-lying".
"Denver is a ADJECTIVE city."
