Can we replace it with" considered as"? Yes, but I would consider its use as a little less formal or "unofficial" compared with "marked". For me "marked" suggests some more authoritative agreement or pronouncement.
2)Is "of" before European military ascendancy necessary? No, and I would use "beginnings" and replace both "and of" with a comma.
