Do you say "The Board of Directors has considered ................. " OR "The Board of Directors have considered........"??

Because It's a single entity, even though it's made up of several people.

The Board of Directors has considered...

The subject and the verb have to match.
The verb here is has. To find the subject go to
the beginning of the sentence. We tend to
look at the first noun or pronoun on the left side
of the verb to make a match. The first eligible
noun is Board.

The Board has considered...

The Board (of Directors) has considered...

The Board of Directors has considered.....

It's actually about how one perceives things (see: "notional concord"). Some prefer to see the board as a group made up of individulas and others see it as an single entity. British English allows both views.
