If someone had looked carefully at her, they might have thought
under the grime and misery
great beauty resided.
But no one looked carefully at her.
No one noticed her at all.
She was of no matter, not even to herself.
(Not a Teacher)
It means she doesn't see herself as important either.
If you want to get rid of "not even to":
She was of no matter to anyone, including herself.
