Please explaine to me what does "bold strokes" stand for - "BRUSSELS—Europe's leaders crafted a new "fiscal compact" to repair flaws in their currency union, but the deal lacked bold strokes investors have been urging and it could be insufficient to halt the region's debt crisis." Thanks.

NOT A TEACHER
(1) I think that "bold strokes" means something that is really radical. That is,
something that is really different and maybe even frightening.
(2) Right now, some people say, leaders are just doing little things in the hope
of saving the euro.
(3) A "bold stroke" would be a BIG action.
(a) Here are some terrible examples, but they show you what I mean by
radical actions:
(i) To stop certain countries from using the euro. Forcing those countries to return to their
own local currency.
(ii) Abolishing the euro.
(iii) Establishing a United States of Europe.
(4) The article says "to repair flaws." But "bold strokes" means something like:
Forget about repairing flaws. Throw almost everything out and start again.
I think that Americans like this phrase: think outside the box. That is, think of
genuinely new ideas that maybe no one else has ever thought of before.
(a) For example, I have read that the United Kingdom wants to keep its own
currency. Well (this is only an example) if the UK were to change to euros, that
would, indeed, be a bold stroke.
