(3) If a police officer "works out of X Precinct," it means -- as you said -- that he

is assigned to that precinct.

(4) To be exact, it might mean that he works out of ( he is assigned officially and

physically) to the headquarters building of the X Precinct.

(a) For example, some people do not go to an office. They work out of their home. (Their home has computers, etc., so that they can do all the business at home.)
